BUILDING A WORLD-CLASS TRANSIT SYSTEM TO THE NATION’S CAPITAL
The Confederation Line Extension Project—part of the City of Ottawa Stage 2 O-Train system—includes the design, construction and financing of 27.5 kilometers of light rail infrastructure. The scope of work also includes 4 kilometers of cut-and-cover tunnels, 20 engineered structures, 16 stations and a light maintenance service facility.
When complete, both Stage 1 and Stage 2 will bring 77 percent of residents within five kilometers of rail transportation. It will greatly enhance the quality of life in Ottawa, contributing to shorter commutes, cleaner air and a stronger economy. It will also help the city prepare for continued growth, with a population that is expected to reach 1.1 million by 2031.

THE PROJECT TEAM
KEV is an integrated team comprised of Kiewit, Eurovia, and Vinci responsible for the design, construction and commissioning for the project. The design will be completed by a WSP-Hatch Partnership. It represents a world-class team of design, engineering and construction companies with extensive experience on light-rail transit systems.
The City of Ottawa is home to over a million people and the fourth-largest municipality in the country. Working together with all levels of government, the City of Ottawa is committed to improving less traffic congestion, greenhouse gases and fuel consumption; while increasing quality of life for commuters with less daily travel time; and a more pedestrian and cycling-friendly downtown core.
For trade and labour requirements under the Ottawa LRT Project, KEV has negotiated labour agreements with the following Unions:
- Labourers’ International Union of North America, Local 527
- International Union of Operating Engineers, Local 793
Hiring for the Ottawa LRT Project commenced in late 2019. Most trade and labour job positions will be filled through the local union hiring halls. Any interested tradespersons will be directed to the appropriate Labour Partner for membership inquiries.

The safety of our workers and the traveling public is our top priority. “Nobody Gets Hurt” is the cornerstone of the KEV safety program. Our commitment to safety extends to everyone on and around our construction sites.
The KEV Craft Voice in Safety (CVIS) program provides a platform to ensure all craft have an equal voice in safety. It includes a committee of staff, craft, trades and major subcontractors on site. Each member is empowered to take a proactive approach to prevention, education and awareness—with the ultimate goal of “Nobody Gets Hurt”.
